Bay State or Land of Lincoln - which is more corrupt?

Three out of three of the last speakers of the Massachusetts house have gone to prison. Does that trump four out of eight of the last Illinois governors? You don't want to overstate Illinois claims to corruption fame with contenders as strong as the Bay State in play.

If the jailed were not targets of federal investigations, they would still be lording it over their minions, I think.
